Soekarno-Hatta Becomes First Airport in Indonesia to Apply the Concept of Airport Collaborative Decision Making (A-CDM)

Jakarta - PT Angkasa Pura II (Persero) always encourages an increase in effectiveness and efficiency in flight operations to support all stakeholders facing the global pandemic COVID-19.

The company is preparing a technology-based concept, the Airport Collaborative Decision Making (A-CDM), which will be implemented in the early stages at Soekarno-Hatta International Airport.

A-CDM creates closer collaboration between airport operators (PT Angkasa Pura II), flight navigation service providers (AirNav Indonesia), airlines, ground handling service providers and other stakeholders to improve efficiency and effectiveness in flight operations.

"PT Angkasa Pura II invites all stakeholders at Soekarno-Hatta Airport to implement A-CDM in the midst of this pandemic so that effectiveness and efficiency can increase. This is in line with the direction of SOE Minister Erick Thohir so that SOEs proactively carry out digital adaptations in their business processes so that operational effectiveness and efficiency occur amid the Covid-19 pandemic. We want collaboration among stakeholders to be increased to a higher level than it is now, "explained PT Angkasa Pura II President Director Muhammad Awaluddin.

A-CDM has never been implemented in Indonesia, and Soekarno-Hatta Airport will be the first airport to implement the concept.

As part of the A-CDM implementation, stakeholders at Soekarno-Hatta Airport will be connected to a digital platform that contains various data related to airport and flight operations provided by stakeholders.

For example, PT Angkasa Pura II as the Soekarno-Hatta operator provides real-time flight information, parking location plans for aircraft and passenger departure gates in real time, and the status of coordination in the A-CDM process itself.

"Airport operators will play the role of committee leaders in the A-CDM so that they will also oversee the coordination of the A-CDM," Muhammad Awaluddin said.

Meanwhile, airlines provide real-time flight plans including types of aircraft, number of passengers and so on. The airline also provides information about the target time the plane is ready to move from the parking lot (Target Off-Block Time / TOBT) to depart.

The flight navigation service providers in this case are AirNav Indonesia providing information on the use of runways that are being used, planned use of runways, runway capacity, and other information related to flight traffic.

"Through closer collaboration through A-CDM, efficiency and effectiveness can be achieved. For example, better and faster collaboration in maintaining consistency of on-time performance (OTP), where airport operators prepare a parking stand that matches passenger and aircraft profiles, AirNav Indonesia prepares slot time and runway use, and airlines and ground handling undergo procedures on time. "

"The target plane is ready to move from the parking lot [Target Off-Block Time / TOBT] can be fulfilled, then the plane will go to taxiway and runway, then take off. The whole process can be done with a more thorough, faster and consistent preparation through A-CDM, "said Muhammad Awaluddin.

In addition, preparations in the airport terminal can also be done early, for example, determine the departure / arrival gate according to the passenger profile, determine the number of aviation security personnel who must conduct surveillance, determine the location of the conveyor belt so that passengers do not wait long when picking up baggage, to determine check-in counter.

"The point is that passengers from landing to leaving the terminal can be prepared beforehand, and vice versa can maintain a smooth flow when passengers arrive at the airport to fly," said Muhammad Awaluddin.


AOCC and ATFM
In implementing the A-CDM, Soekarno-Hatta Airport has made preparations for a long time including building the Airport Operation Control Center (AOCC) which is equipped with a number of the latest technological equipment.

Meanwhile, AirNav Indonesia has developed an Air Traffic Flow Management (ATFM) system.

AirNav Indonesia's President Director M. Pramintohadi Sukarno fully supports the implementation of A-CDM in Soekarno-Hatta.
